We all ought to know by now that the "barriers" eg the Barrages at the Mouth, are to stop the ocean flowing into the river, because we sucked it dry.  

The Lakes are still well below sea level, and need ~ 1000 Gl to bring them to a level (~0.3 to 0.4 m AHD) where water CAN flow out to sea. They are part of the river and need flow as much as the rest of it does.

If we are going to get rid of barriers then we need to shut down the extraction of water as well.  Unfortunately that's not going to happen anytime soon, so we have to live with the structures as flow management.  

Roll on the rivers!
